RTOs have numerous responsibilities post-registration, including annual declarations, AVETMISS reporting, and ensuring marketing compliance. Among these tasks, validation often stands out as particularly challenging.
Although our articles cover validation extensively, let’s redefine it. According to ASQA, validation is a quality review of the assessment process.
Validation involves checking which aspects of an RTO's assessment process are accurate and identifying areas for improvement. With a solid understanding of its components, validation is less intimidating.
Clause 1.8 in the SRTOs 2015 outlines that RTOs must ensure their assessment systems, including RPL, comply with training package requirements and the Principles of Assessment and Rules of Evidence.
According to the standards, two types of validation must be conducted.
The primary type of assessment validation verifies that your RTO's assessment meets the training package requirements.
The next type of validation confirms assessments are carried out following the principles of assessment and rules of evidence.
This implies that we validate both prior to and following the assessment. The focus of this article is on the first type: assessment tool validation.
The Basics of the Two Types of Assessment Validation

As we mentioned earlier and in our past blogs, validation consists of two parts: (1) assessment tool validation and (2) post-assessment validation.
Pre-assessment validation, or assessment tool validation, is concerned with the first part of the clause, which ensures all unit requirements are met and that workbooks are fully compliant.
Post-assessment validation, in contrast, is about the implementation, requiring Registered Training Organisations to conduct assessments adhering to the Principles of Assessment and Rules of Evidence.
Our focus in this article will be on assessment tool validation.
Steps to Perform Assessment Tool Validation
Having outlined the two types of validation, it’s time to dive into assessment tool validation.
When is Assessment Tool Validation Conducted?
Assessment tool validation seeks to ensure all elements, performance criteria, and performance and knowledge evidence are addressed by your assessment tools.
Thus, whenever new learning resources are purchased, you must conduct assessment tool validation before allowing student use.
No need to wait for the next validation schedule in your 5-year cycle. Validate new resources immediately to ensure they’re suitable for students.
Still, this isn't the only reason for this type of validation. Conduct assessment tool validation when you:
- your resources get updated
- new training products are added by you on scope
- reviewing your course against training product updates
- learning resources are identified as a risk during the risk assessment
ASQA's risk-based regulation approach means RTOs should perform regular risk assessments. If students complain about learning resources, it's a perfect time for assessment tool validation.

Bear in mind, this validation is meant to ensure all learning resources are compliant before use. All RTOs are required to validate all unit resources.

Training Materials
Since you are conducting assessment tool validation, you will need the entire suite of your learning resources:
Mapping tool – the first document to check. It indicates which assessment items align with unit requirements, making validation faster.
Learner/student workbook – ensure it is suitable as an assessment tool during validation. Check if instructions are clear and answer fields are sufficient. This is a common issue.
Assessor guide/marking guide – confirm that instructions for assessors are adequate and clear benchmarks for each assessment item exist. Clear benchmarks are crucial for reliable assessment outcomes.
Other related resources – could include checklists, registers, and templates developed apart from the workbook and marking guide. Validate them to confirm they fit the assessment task and meet unit requirements.
Panel of Validators
Clause 1.11 describes the requirements for validation panel members, stating that validation can be conducted by one or more individuals. RTOs often require all trainers and assessors to be present, occasionally including industry experts.
Your validation panel must, as a group, possess:
Vocational competencies and industry skills pertinent to the unit being validated
Up-to-date expertise and skills in vocational teaching and learning
Any one of the following training and assessment credentials:
TAE40116 Certificate IV in Training and Assessment or an equivalent successor
Validation form/template
Having a validation tool helps you with both the validation process and documentation. Using a validation tool makes it easier to look at how each assessment item maps against each unit requirement.

ASQA does more info not provide a specific template for assessment tool validation, but numerous templates can be found online. These tools often have validators look at the tools as a whole to verify if they meet the principles of assessment.

While templates like these make validation easier, they also allow for judgment errors since there is little room for commenting on each assessment item.

As mentioned in our blog post Common Problems In Assessment Tools, it’s crucial that your assessment tools enable trainers to follow assessment principles and evidence rules.
Principles of Assessment
Fairness – Does the assessment process provide equal opportunity and access to everyone?
Flexibility – Does the assessment provide different options to demonstrate competence according to individual needs and preferences?
Validity – Does the assessment evaluate what it is intended to evaluate? Is it a valid tool for assessing the required skill or knowledge?
Reliability – Will the assessment produce the same results each time, regardless of who conducts the training? Will different assessors make consistent decisions on skill competence?
Evidence Key Rules
Validity – Does the evidence confirm that the candidate has the skills, knowledge, and attributes described in the unit of competency and associated assessment requirements?
Sufficiency – Is there enough evidence to ensure that the learner has the skills and knowledge required?
Sufficiency – Is there sufficient evidence to ensure the learner has the required skills and knowledge?
Authenticity – Does the assessment tool confirm that the work is the candidate’s own?
Currency – Do the assessment tools align with current units of competency and up-to-date industry practices?
Even though these are often covered in VET professional development and nationally recognised training, many tools still struggle with these requirements.
To prevent employing learning resources that miss some unit requirements, be sure to follow these guidelines:
Lead by Example
Observe the verbs in the unit requirements and ensure they are addressed by the assessment item. For instance, in the unit CHCECE032 Nurture babies and toddlers, one performance evidence requirement asks students to:
Carry out each of the following tasks at least once with two different babies under 12 months old in a safe environment, using age-appropriate verbal and non-verbal communication per service and regulatory requirements:
nappy change
bottle preparation, feeding babies from bottles, and cleaning equipment
prepare solid food and feed babies
respond appropriately to baby signs and cues
prepare infants for sleep and soothe them
monitor and promote physical exploration and gross motor skills suitable for the age
Having students describe changing nappies for babies under 12 months doesn’t directly address the unit requirement. Unless it’s meant to assess underpinning knowledge (i.e., knowledge evidence), students should be performing the tasks.
Look Out for Plurals!
Pay attention to the numbers. In our example on one of the unit requirements of CHCECE032, this single unit requirement calls for the students to complete the tasks at least once on two different babies under 12 months of age. Having students complete the tasks listed twice on just 1 baby won’t cut it.

All or Not Competent
Observe the lists. As mentioned above, if students perform only half the tasks listed, it’s non-compliant. Each assessment item must address all requirements, or the student is not yet competent and the assessment tool is non-compliant.

Give More Specificity
Each assessment item needs clear and specific benchmark answers to guide the assessor’s judgment on the student’s competence. Therefore, it’s important that your instructions are not confusing for students or assessors. For instance:
What kind of information can be included in a work package?

The answer may include:
Needed materials
Appropriate costs
Duration of activities
Assigned roles and responsibilities
When an assessment item calls for several answers, indicate the number of answers required from a student. This way, your assessment remains reliable, and the evidence collected is valid.
This is true for assessment items with double-barrelled questions or questions requiring more than one answer at the same time. These can confuse students and assessors, as shown in the sample question below:
Name a hazard and/or environmental concern in the work area and choose the most effective hazard control hierarchy.
Answers might include, but are not limited to:
Weather conditions – isolating the work area, engineering controls, PPE
Work area and ground conditions – eliminating hazards, isolation, use of engineering controls
People – isolation, use of engineering controls, administrative controls
Structural hazards – substitution, isolation, use of engineering controls
Chemical hazards – isolation, use of engineering controls, administrative controls
Equipment or machinery – isolating, engineering, administration
Steering clear of double-barrelled questions makes it easier for students to answer and for assessors to accurately judge student competence.
Considering these requirements, you might think, “Don’t learning resource developers have audit guarantees?” But such guarantees require you to wait for an audit before rectifying noncompliance. This affects your compliance history, so it’s better to take a safe and compliant route.
